Because in florida they have health and safety and actually care that their citizens may hurt themselves in such an endeavour. Not only don't the chinese care a toss they'll probably promote such things to get rid of people.
Personally I wouldn't go near that sub with a barge pole, much as I'm reluctant to go near
anything made in China.
