All alcohol is fermented. The hard liquor is distilled.
Fermentation is the process where the yeast convert sugars to alcohol and carbon dioxide. Without the fermentation, you get no alcohol. After fermentation, you can distill the beer or wine to get whiskey or brandy.
What amuses me is when people try to claim that references to wine in the bible refer to unfermented grape juice.
