It's a Ubi server bug, sometimes you have latency 0 or 999 and can't create a room. This bug was discussed again and again on the Ubi forums, on Ubi technical forums also and some players here in Germany called the support hotline about this bug. Ubisoft knows about this error, but does not fix it.
Most german users now play SH4 multiplayer on own networks with
Hamachi instead of the Ubi network.
