I'd say its a bug because you saved close to, or within, the harbour confines. Could have been worse. You could have had a corrupt save and lost it completely. 
To minimise such bugs, you should never save close to land or harbours. |
Damn, after viewing this I saved again in the harbor. I hope I didn't corrupt my save file.
