Not quite correct.
Commonwealth countries that had adopted the
Statute of Westminster had the power to choose their own declaration dates; countries that had not, ie Australia and NZ, plus other Commonwealth countries/dominions such as India, were effectively at war the moment Britain declared on 3 Sept (regardless of any stirring Prime Minister's speeches).
