It depends where you want to start. If there is a base already there but it won't let you start a career then you can look at this MOD where I added Midway and see how the information is added. Just look for the entries in Careerstart.upc for Midway. The "IDLinkFlotilla=" should be set to the ID of flotilla in Flotillas.upc. And there needs to be missions for all subs.

You need to add you base to the CareerStart.upc and Flotillas.upc. In Flotillas.upc make sure the "External BaseName= Name of the base in the mission editor".

If there isn't a base then open Mission Editor and open file/Land Units layer then go to the Campaigns/campaign folder and open the US_NavalBases.mis and add the new base to the map where you want it. Then point to the map where you want your sub to start inside or outside the harbor and look at the bottom status bar of the mission editor and copy the first two numbers and put into the Flotillas.upc as the DepartureDescription1, there will be a third number in the flotillas.upc, that is the heading of your sub.
Do the same for departureDescriptionout1 if you want to start outside the harbor.

I recommend you make a MOD to do this, do not change the original files.
