Depending on the class of sub, they may be able to change the angle of the screw blades to ensure that there is no forward motion and minimal or no cavitation. spinning at such slow speeds and with the screw in this configuration would be as good as having the screw not moving. In DW when all stopped passive signiture is no problem i find.
