yes, i always have when surfaced. but escorts are only reported "ship spotted" by one of the watchmen, i think, but not by the WO.
i want escorts to be reported "ship spotted, bearing xxx, range yyy" by the WO, but he seems only to be able to report merchants, planes and perhaps warships but not escorts and destroyers
