Ehr, I never mentioned the hard-drive. I mean inside the PC case there might be dust clogging the CPU heatsink, disrupting airflow and thereby cooling, causing the chip to heat up more which in turn causes the fan to spin up to max.

Don't think flashing the BIOS will help keep things cool.
