I agree, it realy makes no sense.
But, you can do an experiment. Make sure you have your compressed air supply full. Perform several consecutive dive and surface maneuvers, without any pause between them (i.e. go to periscope depth, surface, go to periscope depth, surface...).
Monitor the amount of compressed air. First few times you surface, the amount stays the same. After that, it drops each time you surface.
I don't know how to explain this, order than the scale doesn't show full air supply.
