This isn't the normal renown bug.
Upgrading equipment & crew usually results in no renown being awarded.
In this instance, renown was awarded but it was all negative. So either Neutral or Axis ships were sunk during the patrol. It's possible (unlikely) that the game never updated the vessel status following the end of the shakedown cruise and the start of the war. Although, I have never heard of this happening before.
