If you're running vista and have installed to program files (bad idea) then you'll either have to change the permissions on the SHIII folder or run the game as admin to have the screen shots save. I had this problem when I first tried taking some shots, I was using the right commands but the shots didn't save as the game didn't have permission to alter the contents of its own folder!
Vista at times seriously dampens my battery!
