In real life, yes. Torpedoes were detected on hydrophones. It was harder to hear the electric motors than the steam powered ones, so the G7e's were generally reserved for convoy attack useage. I don't think this is modelled in SH3, but I may be wrong.

As in real life, there is a depth at which you can't fire torpedoes. I don't know what the number is exactly, but a little trial and error testing should give you an answer.
