I think the new administration that North Korea is worried about is their own. Kim is apparently on his last legs, if he's still alive. The powers behind the throne don't want Kim's incapacity or death to be seen as a moment of weakness where somebody could attack.

And if you think that Kim is (was) a raving lunatic, then you join a long list of people that have fallen for his act. He's sane and cunning, but he knows that he'll get a lot more attention from the rest of the world (especially the US) if people think he's insane.

An insane dictator with nuclear weapons is a lot scarier than a cold, calculating dictator with nukes, meaning that the US will theoretically offer a lot better incentives to an insane dictator to give up his nukes than they'd offer to a sane one. That's why Kim puts on his act, and it's been very effective.
