It's Esc key actually.
Yes, you can refuell and resupply in any friendly base, or milchcow that is available. The whole process is similar to docking at your home base (getting near the milchcow, pressing esc and selecting "dock to..."). Technicaly, it ends your current patrol, and you start another one, from the place you docked.
