This is a very common trick pulled by former WARSAW pact and Soviet nations they know there are lots of western collectors and they will sell crap to them and laugh all the way to the bank.

Your knowledge of FAA laws is a little lacking. Look up the word 'Experimental' and what happens to FAA classification when it is written on the side of an aircraft.
This is how kit built airplanes and military aircraft are allowed in civilian hands. It bypasses FAA regulation. BTW - At least 1 F-16 and at least 1 F-18 is in civi hands as well in this country.
