some time ago, i was at a grocery store in the Dallas area where i waited in line behind a welfare recipient who had
two grocery carts.
one cart contained about $150 worth of groceries which he proceeded to pay for with his food stamps.
the second grocery cart contained about $100 worth of various bottles of liquor which he paid for in cash.
the system DOES NOT WORK.
the best public welfare system is called a JOB!
