Catalyst AI unfortunately does rather a lot of things. I say "unfortunately" because it would be nice to be able to turn some of them off and leave some of them on... but anyway... the main thing I wanted to say (because it isn't covered in the TweakGuides.com article) is that disabling Catalyst AI in the CCC does not always fully disable it. Frequently, in order to fully disable it (which can be a good idea sometimes) you have to disable it in the CCC and rename your game executable. So for example you might rename SH3.exe to MyGame01.exe (or whatever).

Have you tried the Omega ATI Drivers instead of using Catalyst?
