It is still a WIP but the subs are available in an older version. Two of them will not be in there, and you can sail them in the German Campaign.
Keltos01 could tell you which is the latest stable version, he has been doing work on the damage model and a couple new subs. This is his thread on the subs, you could ask there or just PM him.

The Japanese Campaign should have been done a long time ago but real life has a habit of changing plans.
