Realistically though, think of how you would feel if you were in the Air Force budgeting department. You come out with this new tool to track your assets across the globe. Then the unfortunate KAL 007 incident when the 747 was shot down by Soviet fighters. Regan ordered GPS made available to the public so that airliners could track their positions more accurately. Next thing you know, Johnny with his iPhone is demanding you spend billions on upgrading the system so he doesn't get lost because he has gotten used to tapping into a free military signal, when for centuries we did fine by looking up directions before we left home. I would have a bit of a f*ck this attitude as well. Placing yourself within 2ft on a little map on your PDA or whatever is cool, but for most of us is it really necessary?
