Webster is correct, but I do it a little different. Campaign.LOC (which means "LOCations") is automatically loaded when you play the mission. So if you add it to your mission it gets loaded twice and makes the filesize bigger.

So I start with a 'New" mission with a blank map.

Then go to File/Merge.... and merge in Campaign.LOC, In the box that says "Merge as Saveable" leave the box UNCHECKED.

Then if you want to you can File/Merge.. and also merge in Campaign.NMS which will put in the Names of the oceans, seas, islands etc.

Then if you need them you can also merge in the US_NavalBases.mis or the anything else you want to show on the map.

And none of merged stuff will be saved with the mission, but it will get loaded when you play the mission. The game loads the Campaign files when you play a single mission, so you may see ships you didn't put in your mission.

Just one note: If you merge the Naval bases not all of them are available for the entire war. You would have to check the properties of the bases for the dates they will be there.
