My best guess is that the victim didn't want to incur slander/defamation charges if the person the laptop was recovered from was in fact a buyer of stolen goods. Even if the guy was the burglar, the victim might be liable for invasion of privacy.

I'm really not sure about that, though.

Ha! Traffic court doesn't work like that. You're guilty until proven innocent. Whether it is a police officer or a camera, you have less credibility than the court's sources. They count on the fact that it will be more expensive for you plead innocent and hire a lawyer than to just pay the ticket. Justice is one thing, generating revenue is quite another, as far as the agencies concerned care.
