I think the problem concerning kids brutality on animals lies much deeper in the health of their psychology.

I think there has to be serious problems in this girls family. From what I've read if the kid is not treated well in his youth maybe frequent parents fight or common abuse on children from one of the parent. Prolonged events of jeer or grudge at school are also capable of calling this kind of behaviour for kids who are just entering teenage state of life.

Another explanation of this morbidous behaviour is when kid is doing something very bad but he treats it like some sort of "fun" since he does not understand fully what he do actually. He might take it as "playing" with dog or any other animal not realizing this is unnormal thing to do..

In any case if nobody pays attention to these kind of kids in early stage and fails to explain that this is very bad it might later lead to even biger mental dissorders..
