You're the business guy, but I think that would depend primarily on how Neal handles his accounting. Any local fundraising activity would probably genereate untraceable cash revenue, which could then be given to Neal to spend on everyday expenses in lieu of electronic transactions. In turn, Neal could use traceable income to pay for his expenditures on the website and whatever else might garner unwanted attention.
Essentially, I think this could all be done under the table. We aren't going to generate any kind of revenue that would tip the Feds or the State off, and what business is it of theirs anyway?
Then again, if we have a willing person with sufficient knowledge of business law, we could do it legally for no charge.
