On the other hand is it a brand-new disc? If so, it comes already patched and loading the patch on top of it will break it. That doesn't look like the message that goes with that problem, but you might try re-installing without the patch. Run the game once, but only play the Naval Academy. This will not only tell you if it works, but makes the Academy much easier as well.
Always try the basic game before patching. Always try the patched game before loading any mods. This will help isolate the problem, as well as show you how much better it is with those mods.
