thats an old one. i have not heard a lot of people complain about it though because for a lot of players, game play takes place in the map, or outside, or periscope views.
... so far the only fix i personally know of is to do just as you have done, take him off duty and then return him to duty.
its kind of annoying how all of his animations just stop and he is like frozen in terror
