I guess this is step is not necessary since I never made a tranfer manually and never got a problem with that. The game simply gives message that the base have changed to Kiel. |
Not strictly necessary but IIRC you will still be in Konigsberg on 2nd patrol

I'm not going to the atlantic since there are lots of polish ships nearby waiting to be sunk
