Your first priority should be to contain flooding. Crew in compartments will work on damage even if you don't have the damage control team assigned to that compartment, so assign the the DC team to whatever compartment has the worst flooding. Once you have the flooding controlled, get on your propulsion systems. Fix batteries and electric engines first in case you need to make a submerged getaway. Once that's been handled, go for repairing diesels. After that, it's your call. If you decide to stay out, work on torpedo tubes and hydrophones. If not, you'll be in decent shape to get on back home.
