IMO 3 torpedoes is nothing extraordinary, a T3 is well worth it.
Personally I use 3 torps for almost every ship encountered just to be sure I hit it.

My stats above were for US subs vs the Japanese. US mk14 torpedoes with torpex—when they actually exploded—were actually more powerful than german torpedoes for the most part (I was surprised that the stats clearly show this—that or japanese built shipping was considerably better than Allied).
