Firing at a gyroscope angle of 0 (torps go straight ahead) with the sub positioned at 90 degrees to the course of the target, about 500 metres from the projected impact point seems to work best for me.
You haven't described your targetting procedure. Some people just take shots without using the TDC. This can be done at short ranges with G7a torps but the electrics are too slow for this, unless you are really good. Use the TDC to determine what angle off your bow the target should be to determine the correct moment to fire for your optimum shot. There are a number of threads that describe manual targetting procedures. Check the links in the Newbie guide: http://www.subsim.com/radioroom/showthread.php?t=96026
