Are you actually trying to use the switches from the Weapons Officer Station? I dont believe they work if you're trying to use them from the Captians (F2) station, or free cam mode. You have to right click the WO icon to go to his station, then look up and open the tubes.
If you using salvo shots and two or more tubes are lit up pressing the "Q" key should open all lit (selected) tubes.
Never had a problem with this, though once in a while when Ive manually opened all tubes one closes once in a while, usually of Ive changed tubes and TDC settings... not always though.
