I understand your problem don't worry
You told me that you have an installation of SH3 with only patch 1.4 ...That's great
but
now to install M.E.G. you must DOWNLOAD it ,then you must extract the File.zip , open the folder that you created you will found the DATA file , now select and copy it and then past it in the folder of your SH3 ...the pc will ask you if you want to replace some files you must click on YES .The installation now it's ready!!
DON'T use jsgme !!
