Yeah, they actually cant make it up ON the shore so when they have made it there, they start going back and forth all the time. As mentioned above, just drop them off and you are done.
I actually felt bad once when I launched them in quite rough sea and they flipped over and never made it to the shoreline
. Still, the mission was completed.
