That is right. The reason Hitler declared war on USA was the blockade (of England and Russia), and the fact that he didn't think USA would do much in Europe because of the Pacific war. After our ineptitude in WWI, the German high command didn't feel our military might amounted to much.

I guess as long as Marines were busy in the Pacific they felt safe.
