Ok lets solve the issue within the SH4 framework! How about two "what if" campaigns or series of scenarios/battles with:
1. U-boats vs IJN and merchant marine and
2. Fleetboats vs Allied Navy and merchant marine.
What the heck! we're supposed to be subsimmers...
