Yes, but it is quite a lot of work for a novelty project.
You can always make your own sub 'fly' by modding the speed right up and then blowing basalt.

Technically it is with a lot of work. Extracting models from IL2 is not easy and they
would need total conversion for SH3. It would be easier just to make them from
scratch.
IL2 and SH3 have nothing in common. They are not made by the same company, they
are just funded and distributed by the same company.
Silent hunter was developed by Ubisoft and published by Ubisoft.
IL2 was developed by 1C and published by Ubisoft.
