If you are in the early years before radar, and on patrol defined to a particular area, your best way to search is by sonar. You can hear boats beyond visual range and it is more efficient than using lookouts, ecspecially at night.

Even later in the war this is a viable tactic, I often find ships through the occassional sound check though all other methods had failed.
