I'd have to disagree with that. Go look at the radio stations even - plenty of ogg, no speex. Ogg can be made to sound better than anything up to FLAC. Speex is not an audio codec designed for music. I've yet to see any music for download even on bittorrent that uses speex.
So where did you pull this idea out of?

Out of the many many programs, games, servers that use Speex compared to the few that use Ogg.
Tell me how many stations of Live365 use ogg
Tell me how many stations of Shoutcast that use ogg
And then tell me how many use AAC a LESSER known codec.
There is little reason to use ogg unless it is this new 2x better version that from what I can tell is not official and not supported by much and damn sure not in the relatively few players that can barely play ogg as it is.
Being "Open Source" Is not enough to get used anymore. They had a chance to improve and perhaps be an alternative to MP3 when the lawsuit wars erupted but instead they just faded.
Speex is far more used than ogg. Just about all voice servers that are worth the time to connect are using it over GSM.
