Yep, M$ has paid to have the DLC on the 360 first BUT it has already been confirmed that Fallout 3 & GTA 4 DLC will be coming to the PS3. IIRC the exact words were "Financial agreements have a time limit".
Although it sucks having to wait, I can wait for DLC. If the same was happening for game patches then I'd be fuming.
