The intended target for an item isn't what matters. Sure, GTA is for upper-teens to adults. Just like cigarettes. We know how that works, don't we?
But a Lego character isn't even graphically demonstrating violence. I suspect most kids would find the terrorist to be a similar character to, say, Cobra in GI Joe. Or should we just remove bad guys altogether?
