I think any man with half a brain could see the wisdom in carrying when out in the wilderness. It may be a case where Europeans don't quite understand in that you could drive 100 miles in this country and not see a single bit or building or inkling of civilization.
But I don't think that is what is going on here.
Morts has realized how pathetic his own laws are and has given up. So he is directing his attention at the one Western civilization left that still has some respect left. Its a jealousy thing, nothing more. No other explanation.
