cant reload torpedo's

ok im having this problem now. i have 4 torps "waiting in queue to be loaded" but they aint gonna load.

im on surface and not silent running
have tryed puttin all petty officers in there and filling up the aft torpedo
auto loading is ticked

does sea state affect it? im in the med in may but sea is a little rough

ps ive dived to 20metres just in case sea state is effecting it but still no joy

i managed to fix it. i read about a bug where u have to click silent runing then click it back of again
