XXI going submerged with one propeller

I was in heaven when got my first XXI boat. Now after one mission I figured out that it goeas submerged only with one propeller running ? (diesel engines)
When take snorkel down it goes to electric engines and both propellers spins.

Is this normal ?

Where should I look and what to tweak if I want both propellers to spin.

Thats normal, its called Recharge Mode
then the submarine only will use 1 propeller.
but when the battery is 100% recharged, they will run both propellers

All submarines do this.

If the battery is not yet recharged, you, through your engineering officer, you can switch between recharge and cuise mode.

If the XXI takes forever to recharge, there´s a fix for that. What mods have you installed?
