Neutral Harbours
 
Jan 1940 I entered NY harbour the weather raining with heavy fog.
Although NY is still neutral in 1940 I know that there are at least 3 enemy ships in there.
My question is although I couldn't see the ships due to the fog,I knew roughly the locations of the ships Ii fired my seck gun on the tanker there but 3 shells missed and hit land installations,the other shells hit the ship and sank her. but as soon as I fired my stealth meter went redder than a beetroot.so I dived. to be on the safe side.
Now does the came constitute that hitting a land target is the same as hitting a ship of that country and all neutral ships ie US will fire upon you? or does it apply to ships only?

Only to AI units, not buildings. AI Units are of the types find in a country's roster folder, ie:

Land:
Shore Battery's
AA Battery's
Airbase's - no pyshical model

Air:
All Aircraft in selected Air folder

Sea:
All Surface units in selected Sea Folder

Submarine:
All Subs in selected Submarine folder

Ordnance:
This is the only non AI controled static threat in the game. Contains minefields and anti-torpedo nets.

Notice a Lack of a Buildings folder in any Country Roster! Sort of gives it away dont ya think. ;)
