Transfers to other flotillas

Can anyone tell me when the other flotillas will be available to transfer to?
I'm currently in October 1941 and 1st 2nd and 7th flotillas are available and I also received a radio message to say La Spezia is available, but back as base only the 1st, 2nd and 7th are showing.

It's alright, I've sussed it out.
