Doesn't he just mean "if we are atacked we strike back with all we have" with that ?

Of course Kim Jong-Il is a no good guy but a statement like this is of course common sense and normal practice for most countries in the world.

This statement is addressed to the people in North Korea. It's a psykological move from it's government.

All-out war? He means finding a new way to punish North Koreans by getting them killed in bombings, sacrificed as human shields, loosing the little electricity and food they have and the like?

Or is he planning to launch one nuke ICBM against the USA and become the first nation to be completely erradicated in retaliation? That would free alot of land for the South Koreans to dump their waste on.
