Germany at war with Norway April 9th or 11th?

I'm using Rub 1.45.

When I press F1 it list the dates on each countries statues, it saids Norway Foe April 11 1940.

At 6:01 am April 9th I got a radio message "Operation Hartmut is to now commence......."
On the Map (F5) most of Norway is blue ports. So if I sink a ship from Norway on April 9th or 10th is it Neutral?

Ok I saved the game just in case... the ship was an Allied sunk (C2 cargo) on April 9th.
