Flotilla.cfg Question

I want to change some of the patrol assignments for the 7th flotilla. Why are there three sets of months for every year in the flotilla.cfg file? Jan-Dec, Jan-Dec, Jan-Dec? Is each set for a different uboat type? Any help is appreciated.
