Radar and Aircraft

Im in the processof doing a mission but need some advice.
Fistly is it possible for to sneek under the radar of ships (ie low level) secondly how can I stop them from diveing I want them as level Bombers?
Can anyone help?

come on guys there is someone out there who knows these things.
there's a level bomber in IUB 1.3
