Horrible Periscope Lag

Whenever I'm at the periscope view in other than calm seas I get a HUGE lag in mouse performance and a huge hit in FPS. It's almost impossible to move the mouse.

All other aspects of the game run perfect. What's the deal with the periscope view??

I have a Pentium 1.9, 1GB, Raedon 9600xt 128MB. I have the latest patch.

Anyone know of a fix for this??? Thanks!
